From the Monarch release notes
- You cannot pay its alternative cost if you have no cards in hand.
- The alternative cost means you do not have to pay any resource cost for Rise Above. (It counts the whole cost not just)
- If there is an effect that increases the cost of Rise Above you must still pay it even if you use Rise Above’s alternative cost.
