Scorpio’s activated ability can only be activated if you control a Lightning attack on the combat chain. Attacks that are no longer on their chain links such as those that were removed from the combat chain (e.g. Gone in a Flash, returned by Electromagnetic Somersault, etc.) do not count towards fulfilling the condition for this restriction.

Scorpio’s second ability triggers when it hits a hero. You will deal 1 arcane damage to that hero when that triggered effect resolves.
