From the Crucible of War release notes

If you have no cards in deck, it will put the card you placed on the bottom, back into the arsenal face up.
If there is no card in your arsenal when this effect resolves, you do not put the top card into your arsenal.
You may activate this even when you have no arsenal. When it resolves you do not put the top card into your arsenal.

From the Arcane Rising release notes

If you have no cards in deck and you activate Azalea’s hero ability, it will put the card you placed on the bottom, back into the arsenal face up.
If there is no card in your arsenal when this effect resolves, you do not put the top card into your arsenal.
You may activate this even when you have no card in arsenal. When it resolves you do not put the top card of your deck into your arsenal.
