You can create multiple runechants a turn provided you play multiple Runeblade cards.

The non-attack action does not have to be a Runeblade card.

Activated abilities are not “playing a card”. Attacking with a Runeblade weapon or activating a Runeblade equipment is not “playing a Runeblade card”. (The following are counted as Runeblade cards: Runeblade attack action, Runeblade action, Runeblade Instant, Runeblade attack reaction and Runeblade defense reaction.)

Viserai’s hero ability is not once per turn. You can create multiple Runechants in a single turn with his ability.
