Rulings

From the Compendium of Rathe release notes
  • When playing Temporal Wobble, you must target a non-attack action card with a cost value less than the number of aura permanents you control with Sigil in their name at the time you play the card. Because the negate effect requires a target non-attack action card, this target must be a non-attack action card that is currently waiting on the stack to resolve. When Temporal Wobble resolves, you will negate the targeted non-attack action card. Then, the controller of that negated non-attack action card will gain 1 action point.
  • If the targeted non-attack action card is no longer on the stack when Temporal Wobble resolves, its controller still gains 1 action point as you will continue to resolve any of the remaining non-connected effects on Temporal Wobble on the card.
