From the Omens of the Third Age release notes

Stunning Swipe’s Quickstrike ability is functional as soon as it resolves and becomes an attacking card. It generates a continuous effect that is always checking. If it has go again, Stunning Swipe will get a “when this attacks a hero” triggered ability that triggers when Stunning Swipe resolves on the stack and becomes an attacking card on the combat chain against a hero. When the triggered effect resolves, you will deal 1 arcane damage to that hero.
If Stunning Swipe gets go again after it becomes attacking, it will meet the condition for its Quickstrike ability and will get the “when this attacks a hero” triggered ability; however, the triggered ability will not retroactively trigger.
Stunning Swipe’s second ability triggers the first time it deals damage to a Lightning hero. When the triggered effect resolves, you will choose and tap that hero or a weapon they control.

Quickstrike’s continuous effect is constantly checking if the card with Quickstrike has go again.
