From the Omens of the Third Age release notes

Singeing Flowstride’s Quickstrike ability is functional as soon as it resolves and becomes an attacking card. It generates a continuous effect that is always checking. If it has go again, Singeing Flowstride will get a “when this attacks a hero” triggered ability that triggers when Singeing Flowstride resolves on the stack and becomes an attacking card on the combat chain against a hero. When the triggered effect resolves, you will deal 1 arcane damage to that hero.
If Singing Flowstride gets go again after it becomes attacking, it will meet the condition for its Quickstrike ability and will get the “when this attacks a hero” triggered ability; however, the triggered ability will not retroactively trigger.
Singeing Flowstride’s second ability triggers the first time it deals damage to a hero. You will create a Lightning Flow token when the triggered effect resolves.

Quickstrike’s continuous effect is constantly checking if the card with Quickstrike has go again.
