From the Usurp the Shadow Throne release notes
  • Permanent Interment has an on-attack trigger that will trigger regardless of attack-target. When it resolves, it generates an optional effect: you may pay up to resourceresourceresource. You turn that many Shadow cards that are in your banished zone face-down and gain +1power for each card turned face-down in this way.
  • You can choose to pay more resources than you have Shadow cards in your banished zone. In this case, you will turn as many Shadow cards in your banished face-down as you can. You will gain +1power equal to the total number turned face-down, not the amount of resource paid.
