Peaceful Sanctuary’s first ability prevents the creation of aura tokens. This includes token copies of auras. If the creation of an aura token is part of the cost of playing a card or activating an ability, then it cannot be successfully completed (e.g Chane’s activated ability)
Heroes and players are referred to interchangeably. If any source a player owns were to produce an aura token, Peaceful Sanctuary’s first ability would prevent it.
