From the Omens of the Third Age release notes
- When playing Enion Surge, you must declare a target. When Enion Surge resolves, you will deal 3/2/1 arcane damage to that target. Then, if Enion Surge deals damage, you may choose to your hero. If you choose to your hero this way, you will create a Lightning Flow token.
- When resolving Enion Surge, there is no priority between any of the effects generated (e.g. dealing arcane damage, tapping, creating tokens).
