From the Monarch release notes
- You cannot defend with Blinding Beam as it does not have a defense value.
- You announce targets before paying costs.
- If the power of an attack would become less than 0, it is considered to be 0. However if the attack then gets a positive power modifier, it will still be under the effect of the - modifier.
