From the Compendium of Rathe release notes
  • When Topsy Turvy’s instant activated ability resolves, it generates a replacement effect for the remainder of the turn. If a single event would cause one or more cards to be put on top of a deck (e.g. Opt, effects that search and put cards on top of the deck.), those cards are put on the bottom of the deck instead. For example, if you were instructed to Opt 2, you would look at the top 2 cards of your deck, and normally you can choose any combination of cards to go on the top or bottom. If Topsy Turvy’s effect was active, you would put both cards on the bottom of the deck instead in the order of your choosing.
  • Effects that simply let you look at the top of your deck (e.g. Dash I/O) will not be replaced by Topsy Turvy’s effect. Looking is different from putting a card on top of a deck: the two effects are distinct from each other.
  • If an effect instructs you to look at the top card of your deck and then gives you an option to put it on the bottom (e.g. Cut to the Chase, Right Behind You, Hornet’s Sting), the card will remain on the top of the deck if you choose to not put it on the bottom. Looking is different from putting a card on top of a deck: the two effects are distinct from each other.
  • If an effect tells you to look at the top card of your deck, then has subsequent conditional effects that can result in the card being placed either on the top or bottom of the deck (e.g. Pack Call, Firewall), that card will be put on the bottom of your deck under Topsy Turvy’s replacement effect. Looking is different from putting a card on top of a deck: the two effects are distinct from each other. If you were to normally meet the condition to put the card on top of your deck after looking at it, you would put it on the bottom instead.
  • If you were instructed to Opt 1 while under the effect of Topsy Turvy, you will look at the card; however, the card you look at will be put on the bottom of your deck as you will not be able to put it on the top as part of the Opt effect.
  • If an effect instructs you to put a card X cards from the top of your deck (e.g. Evo Steel Soul Controller, Submerge), Topsy Turvy’s effect will not modify it. The card will still go in the prescribed position.
  • If an additional cost requires you to put a card on the top of your deck (e.g. Seek Horizon), you will put the card on the bottom of your deck instead to fulfill that cost. Doing so will meet the condition of paying the additional cost for the purposes of cards and effects.
  • If an alternative cost allows you to put a card on the top of your deck instead of paying that card’s resource cost (e.g. Moon Wish, Sun Kiss), you can still use that card’s alternative cost; however, you will instead put it on the bottom of your deck to fulfill that cost. Doing so will meet the condition of paying the additional cost for the purposes of cards and effects.
